Addendum

The exact details of the assessment system will be defined over time. To date the assessment has been delineated as follows:

The YouthNet liaison and agency quality improvement committee will identify all agency programs that are subject to assessment at the beginning of the annual assessment cycle.

Elementary age programs:

These programs will be assessed using structured observation tools, interview protocols and record reviews to determine performance against established standards. Four levels have been defined between noncompliance and full compliance. In year one the goal will be for YouthNet collaborating agency elementary age programs to achieve core standards.

Teen programs (middle school programs and high school programs):

The youth survey developed by Dr. Michelle Gambone will be used. This survey solicits young people’s experiences of the agency programs regarding supports and opportunities that research says are necessary for positive development of young people. The results of the surveys are used to set improvement goals, then identify standards that need to be addressed in order to meet those improvement targets. Young people are retested in one year to determine progress.

Sharing of Results:

After each assessment cycle, the agency will have an opportunity to review annual assessment findings and in partnership with YouthNet, construct quality improvement plans in response to the findings. At the end of each annual quality assessment cycle, the YouthNet Board will convene a meeting between YouthNet collaborating agency executives and their board representative and local public and private funders at which time individual agency assessment results and quality improvement plans will be distributed and discussed.
